No to both questions. it happens everytime I run the Paint.net program. I'm running version 3.8.2708.22795 on Vista

I seem to have encountered a bug with the program. Basically, on certain tools, the cursor doesn't point to where the tool points to exactly. So if I draw a line, the line appears about a hundred pixels to the right and down instead of where thet cursor is. I have this problem with the brush, line/curve, rectangle, curved rectangle, ellipse and freeform shape tool. Is there any way to rectify this?
