I have done more tests. With my 16x16 image, the selection must be at least 14x14 pixels in order to get an arrow cursor inside the selection. For smaller selections, i have to put the cursor outside the drawing area.

I have the same problem. I have a small image (16x16) and i don't manage to use the 'move selected pixels' tool inside this image. If i move the cursor to the center of the selection or outside the selection, i never get the arrow cursor. I have only the hand cursor.
