I'm getting a similar error when attempting to install 3.08. I have the latest version of .Net framework and latest windows installer. Despite my best efforts I am unable to complete installation. Error There is a problem with this windows installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. There was an error installing Paint.Net. (1603) Fatal Error during installation.
