You need to add new transparent layer to the top. Then create the black border on this new layer. And only then you need apply Gaussian blur

Easy way to get feasible vignetting: Borders plugin->Radial blur->Gaussian blur. Since real camera's lense is a circle and introduces different optical circle-like distortions into the picture so using of square-like vignetting makes picture non-truly looking
