hmm..it didn't reduce the size enough. are there other options? if that doesn't work, how do i use JPG to reduce the quality? and in what program?

I am trying to submit a picture to a website, and they have a byte and size requirement. I have met the size requirement, but now i need to find a way to lower the amount of bytes the picture is... Suggestions?
