How small do I make the elliptical shape? Isn't that only when the image is round? I'm lost because the elliptical shape is round?

How do I change this anime picture of http://planetrenders.net/renders/albums ... /Anime.png and make it dark blue? Is there another way to color it besides the paintbrush and magic wand?

I used white line/curve to outline the object I wanted colored. I tried to feather it but made little effect, even if I did it more than 5x. Suggestions?
