Windows' ZIP tool isn't accessible as a normal "program", I believe, It's built in function rather then an extension.

I thought this was the PDN forum - not the Blender forum.
Textures are PDN... You could also make this by rotating the image a little further each time in PDN, converting it to GIF, and converting that an FLV. Personally, I prefer using XSI over doing that...

I suggest a media player. (as in an iPod or Zune.) It allows for nice GUI's, and something (Possibly 3d) around it.

Well, If you're using Photoshop 4 Then you really can't blame it... It was released in 1996 :?
On the PNG thing: it must be an illusion, as PNG saves every single pixel the way it was before. There's no such thing as colors starting to deform. Maybe it was just because you viewed it on a separate monitor, or on paper.
When resizing things, the image does get deformed, because pixels cannot be made larger or smaller, you can only decrease or in crease the amount of pixels the image is spread over.
Also, please print via Word or some external application, as Paint.NET uses the standard MS Printer algorithm, which doesn't allow printing the image in the size it oughta be. Just spreading it over the whole paper.

Or draw the circle on a separate layer, make a new layer, go back to the cirlce layer and select the inside of the circle with your magic wand @ 69%, and while keeping the selection go back to the empty layer you just created. Fill it with anything you want, and move it underneath the circle.

PNG is completely lossless. You will notice no difference from the original as long as you didn't change anything before saving (resizing, effects etc)

JPG isn't lossless, but that's an entirely different matter.
If I understand you right, you want to batch convert images to a certain size. Irfanview is best for that, because PDN doesn't allow repeating a rescale in a simple way (yet).

If you use the zoom buttons to zoom out, your picture will be the same when saved and viewed somewhere else, but ill sie down for the moment. It'll simply appear as if you were viwing it from a larger distance, which will enable you to execute things over the whole of the picture.
