Forgive me, I meant a dll file or whatever it is. I did all the steps in the installing a plugin thread also, and I get the same results

Ok so I downloaded the .zip file and tried opening it. It says I need to pick a program to run it with and I choose Paint.net, but it keeps saying it doesn't recognize the file and can't open it. please help
