You could do this:
1. select the color you want it to be.
2. Make a new layer and paint the area.
Or, if you only want the image background gone, then there is this free

You could always find a font: https://www.1001fonts.com/comic+outlined-fonts.html
Then magic wand the inside of the font and delete the center.
Follow by Gaussian Blur and AA's Assistant.
Then magic wand the center again and fill with desired color.
* Edit: Actually you don't need to get rid of the color, as the outline text is clear:

Until there is (who knows?) a square brush, you can always use the "bracket" keys to decrease, or increase, the size of the brush.

It may be me, my computer or something else but I can't get @midora's Animated Gif to work. I've tried it in 5.0.3 as well as 5.0.12 and nothing is happening.A few weeks ago I tried to get hold of @midora but he seems to have disappeared
EDIT: I apologize - it IS working, one of the settings was on 'image' instead of 'GIF animation' 😊

Regarding the text on a curve, yes it can be difficult to get the 'curve' in a precise position
There is a "Shape" that is available to make a Cloud call out, and can be found here.
Copy the shape .xmal into the Shapes Folder, found in the paint.net Folder, restart paint and find it in Shapes.

We have all had to learn how to use paint.net. We usually begin with lessons in the Tutorial Section. Of course, we are always here to answer any questions you may have.
Also, there are many videos on YouTube about how to use paint.net.
