  3. Nothing has been removed. Randomize is now Reseed, Alignment now goes from 0 to 1 instead of Bottom to Top, and Scale now uses a decimal instead of a percentage, but 1.5 and 150% are the same thing. I do need to redo the images because they're not showing up inline anymore.
  4. Yes, that's a known issue in the latest beta. Rick fixed a crash when pasting from IE and broke pasting from any other browser! Or something. Silly Rick.
  5. It looks like you started the installer twice. Close them and start over. If that doesn't help, reboot.

  9. All the tools already have keyboard shortcuts. If multiple tools share the same shortcut (like S for all the selection tools), pressing the key again will cycle through them.

  11. The '&' in a menu item indicates the next letter will be the hotkey. The letter will be underlined when the user presses Alt, and the menu item will be activated if they then press that letter.
  12. Is whatever you're trying to outline surrounded by transparent pixels? Do you have an active selection that might be interfering?

  14. When you have an active selection, most tools and effects can only change the pixels inside the selection. Press Ctrl+D or Esc to deselect, then the text tool will work anywhere.

  18. True, if your right hand is on the mouse and left is on the keyboard, but Esc also works to commit the shape, as does pressing any shortcut key for another tool.
  19. Highlighted in red are the layer movement buttons. If you only have one layer, they'll be grayed out. In the Paint.NET 4.0 beta you can drag and drop the layers.
  20. Updated Gradient Bars: 6 years, 7 months, and 2 days later, in what is probably a forum record between feature request and implementation: Added. Also added color choosers, gamma-adjusted color blending, mirrored bars, and repeating bars, and tooltip info for Paint.NET 4.
