at this point, look for a freeware animation program...
you probably could do this, but you said that waves didnt work, so the only thing i can think of would to chop it up piece by piece...

just saying, there is already a plugin to make stars and such...

usually, you can create multiple layers and paste the pic over and over in different spots until you fill the screen
then you merge them all together and do a motion blur until its blended nicely.
then put your pic on top of it
it usually works

i make a new layer, create a rounded rectangle, select inside of that with the magic wand, fo to other layer, ctrl+shift+x, feather

you could just open a new image, then copy it into layer 2, or there is a function to do that, but i forgot where it was, i never use it...
