How can I work on the blurry pictures in such a way which they look good?

OK, i mean folowing: I have a problem with the shappen plug-in (effect). If I used the effect on blured pictuers, then it´s make it not so much sharpen as I would like to have. If anyone have a tutorial for shapen a blured picture, than he could help or tell me. Sorry for my bad english, i used the google tool. But now i wrote this text on my own.
