i need to know if you can use brushes and make fancy 40 layer sigs with paint.net and use the brushes to give the background a faded type scratch effect, any help?

no imeant when i open paint.net as admin the feather is an effect but when im in my profile its not and its unblocked already

when im on under administrator its there but when im on my profile its not, ???

when i type in %ProgramFiles%/Paint.NET/Effects in the run thing it doesn't open anyhing cuz the folder is not in c drive its in D

whenever i try to cut out a picture it doesn't cut out all of the back ground or it cutts some of my main image off. im trying to cut out football player and i know there is a tolerance thing but it still doesn't come out right. any ideas?
