For the simple version Start with the background layer, and make some white strips, on a black background. Add a new layer and write your text in white Then use the dropshadow with a green colour

An easy way to do this is resize it , and crop out to a size which you use for the thumbail of every picture. Thats what i do now.

After making the text on a new layer you can move it around, resize, and rotate it. This should help overlay and align ontop of the arrow.

Hold Ctrl on your keyboard while pressing a new selection. It will join both together.
