It's a test computer. If you turn off Smart App control, it is not possible to turn it back on, just by reinstalling Windows again. A fresh install of Windows was done, it didn't have any version of Paint.NET on it before. Looking at the eventviewer, have these 2 messages at the time I tried to install. In the new version of Windows 11 22H2 with Smart app control enabled, it is not possible to install Paint.NET. I tried with the .exe and .msi.
