so i should just temporarily disable my firewall? because my network connection is fine

never mind it stopped while i was writing this i got some error

so i wanted to download paint.net and when i opened the downloader it was stuck the progress bar wasnt moving at all and when i tried to cancel it the cancel button turned gray but nothing happened and then i tried pressing x and nothing happened should i end the task with task manager or what?
