Thanks midora! Yes, the problem was with the pixel size. The new book template had a much larger pixel size.

In Paint Net 4.3.7 on Windows 10 I have two images with multiple layers open. One image is smaller than the other. When I copy a layer from the smaller image and try to paste it into a new layer in the larger image, it does not paste the smaller image in its original size. Rather it pastes it into the new layer at about half its original size.
