I apologize for the late reply! That's precisely what I've done (to the best of my ability), however it still hasn't been fixed months later.

So my paint.net has been fine with no issues whatsoever, until sometime between late December of 2021 and early January of 2022. I opened it up, and it informed me that I needed to update it (I used the free version) so I decided to update it on the spot. However, something happened, and it failed to download. Ever since, whenever I try to redownload paint.net's free version, I always get error 1603. I've followed several tutorials, even another thread someone made on this exact error, but none of them have seemed to help. Any help would be appreciated!

I've also come across this exact same error after attempting to (manually) update paint.net. Tried to follow this thread to the best of my ability, but it's still not working for me. If there's any ideas or methods to resolve this issue, let me know. Thank you!
