    Thank You, After an Access Denied I removed All Owners And Added Admin And System With Full Control Then it Let me install. Seems to Be Windows Related Access Control Glitch. Paint.net Installed Afterwards

    Tried to Install Paint.net.Kept Getting this same Error. Windows 7 Pro x64 Used Online Installer first Restarted Got this when Running the executable again Downloaded offline installer Got this again Since it was A windows update it tried to run i ran SFC My install Shows to be Problem free. Edit: This is on a a Type1 Hypervisor with PCIe Passthrough if that could cause a problem.
