Easiest way is to make a new layer, add the colour / gradient that you want, make the layer blend mode overlay, and then use brightness and contrast "Cntrl Shift T" on the first layer till you get the desired effect.

You can create something similar using the Tube Oblique plugin, or something less similar with the twist plugin

I am fortunate to have a few popular videos on paint.net tutorials and by far the most common complaint I get ._.
