Not enough memory for System

Does it mean storage Memory or RAM? -
i tried to open a 90 MB PSD file with the PSD Plugin and everytime i click, Paint.Net gets an error message for not having enough memory. as far as i know, the problem does not come from the Plugin since it's working fine with other files. Error Message: https://pastebin.com/dCXTKvx1 is the file too big?
