Still gives the same error after restarting.

.NET Framework 4.8 is already installed on my computer. Paint.net still gives the same error.

Ran the SFC utility. Got a DISM log (File size too large for this site,) and the SFC scan prompted me to reboot after the verification step. After restarting, opening Paint.net gave me a new error message, similar to the first one.

Error message appears upon opening. I tried reinstalling the program (multiple times,) and running PdnRepair.
