Use the Shapes tool / Rectangle set to Draw Filled Shape.
-
It should be listed in your Effects drop-down menu.

Does anyone know what plugin this is?

Sometimes an uncooperative download link will work if you do this: Right-click > Open in new tab Let us know whether this helps.

Are you downloading from this page? https://www.getpaint.net/download.html

Pen tool menu not showing up
ardneh replied to Creepenator's topic in Paint.NET Discussion and Questions
There is no Pen tool in paint.net. I assume that you mean the Pencil tool. The Pencil tool has no settings for hardness and brush width. -

Crumpled Paper Effect for Text
ardneh replied to Jeodude's topic in Paint.NET Discussion and Questions
This one is a possibility. -
I played with this quite a bit. There are limits to what you can do starting from a poor quality image.

You can leave scaling at 100% and have bigger text by adjusting the slider under "Make text bigger" on the same page as Scaling. Otherwise just change the scaling temporarily when you need to use those plugins.
-
Check to see that your Windows scaling is set to 100% not 125%. Type dpi in the Windows taskbar search box to get to "Scale and layout".
-
I was able to reproduce the problem by setting Scaling in Windows to 125%. After setting Scaling to 100% the problem remained until I closed and reopened Paint.net.

Try this. Open your picture in paint.net. Duplicate Layer. Multiply your chosen border thickness by 2, add to each dimension when you expand the canvas. Delete bottom layer. Fill border area with Paint Bucket tool.

Just to let you know, I also have those multiple .dlls, but no startup problems. Maybe if you post the full Diagnostics report someone will see something particular to your new system that is problematic.

creating halo or aura surronding a face
ardneh replied to br945's topic in Paint.NET Discussion and Questions
You can use a website to separate your subject from the background. https://photoscissors.com/ Then have your original image as bottom layer, the halo as mid-layer and website provided cutout as top layer. -
(Solved) Can't install Store version
ardneh replied to richard3396's topic in Troubleshooting & Bug Reports
I don't know that there is an advantage to the store version beyond being a way donate to support PDN. There's no additional functionality. -

BoltBait's Plugin Pack for PdN v4.2.12 and beyond (Updated July 16, 2020)
ardneh replied to BoltBait's topic in Plugin Packs
@Cakie67 The Plugin Index has a search option to help you find what you are looking for, please use it. You previously mentioned wanting the Kill Color plugin. Typing the word Kill in the search box brought up these two options: For reasons previously mentioned no one will help you find the Megalo pack. -
If you start with an object on its own layer, copy/paste it into a new layer. Ctrl C Ctrl Shft V Use the paneling plugin to position the copy where you want it. Then copy/paste from that layer into a new layer again. Ctrl F will repeat the paneling action. Repeat as needed.

Problem with transparence in .dds files
ardneh replied to ayeyebraz0v's topic in Paint.NET Discussion and Questions
This may, or might not help. After you finish editing, place a New Layer below your image layer and merge them. This will convert any black alpha to white alpha. -
