How do you use the curve tool?

Hey I have a Samsung Galaxy Tablet S4 and I was wondering if it would be possible to connect it to my computer somehow so I could draw on my tablet and it would appear on Paint.NET If it is possible, how can I proceed to doing it? Will it cost money? Which programs do I have to install in order for it to work? Thank you.
