I turned off 'Hardware Accelerated Rendering', I think it fixed the bug, but what happens when I turn it off? should I turn it off?

I don't know why this is happening, I don't know what I did, if ANYONE can help with this, It would be greatly appreciated. btw I have tried uninstalling everything, fixing paint.net through the programs and features on Win 10, and using the paint.net fix thing in the files.
