  1. It was a non paint.net error so it does not belong here. I thought I would give people a jumping off point. If it is deemed not helpful then the moderators can remove it or this whole thread. But, once you read everything on this page and everything in the Microsoft link it is an elementary solution. I have limited time so I'm not trying to figure out the cause of the problem. Once it solved my issue I moved forward with my projects.

In case anyone had the same issue as me I followed this link https://answers.microsoft.com/en-us/windows/forum/windows_10-performance/not-all-data-was-successfully-written-to-the/2eafab48-18b3-444b-a330-3d20c26786c9 After my upgraded - my version went from 1803 to 1809 I then regularly installed the Paint.net version specified in my original post. It installed and works just fine now. Hope this helps you too
  3. Update: I tried in Safe Mode and still the same error in Registry Editor.
  4. I forgot to add to my last post I tried scf command and did not help. I will try to boot into safe mode now Thanks for the help
  5. Nope not seeing anything else broken outside of Paint.net. So before I spend hours searching how to correct UIAnimation system library are there any other suggestions? Or am I left with hoping once I get the error corrected I run the link and it fixes my original problem with Paint.net? Thanks for the help
  6. That is the other thing I did before and did not add it to the list since technically it is not a paint.net error: I did it as Admin as seen be the file path. I stopped all running apps etc... and UiAnimation was the only thing running I do not understand about the keys are open etc...

So turned it on and then off again.
