Oakworks

I have a file that was created in Photoshop that I need access to, I downloaded the PSD Plugin, and attempted opening, but got the "Not enough memory" message. I checked our operation system, we have the 64 bit version of Windows 10, there is currently 3.83 GB of usable RAM, and the image file is 185,000 KB. I've read over a number of forum posts trying to find a solution but the common response is upgrade to a 64 bit. Anyone have any ideas what the problem might be?
