BoltBait's Plugin Pack for PdN v4.0.6+ Updated Aug 16, 2017 think part of the problem is my version of paint, which is 4.0.21, I believe. However, I have tried other links and received the same error message.

I've tried doing exactly that and always receive the same error message as listed above.
