after some digging, I found out that paint.net is reporting correctly, it's windows that seems to be confused about what version is present. So somehow I've got to get windows to update itself when it doesn't think it needs to be updated

Weird, Windows says it is 10.0.10586.318. Plus I just downloaded fresh graphics drivers today, so that's not it.

Just reinstalled windows 10 onto a ssd raid array and ever since paint.net has crashed every time I've tried to use it. Disabling acceleration doesn't help. It spits out this error log:
