Hello. Seems that I am having the same problem as the topic title.
After download and unzipped, a dialogue box announced that "The following will be installed" - "NET Framework 4.6.1" and "paint.net". Then another d-box immediately opened to say: "Extracting files".
I also clicked "Yes" on the "User Account Control" d-box to allow the program to make changes to the computer.
Just prior to the paint.net download, I downloaded "pictureresizer" without any problems whatsoever. I can find and use that program.
