Exactly. The .01 makes a difference in what I'm trying to print. So I need to be able to save at exactly 96.00

Hello all, I need an exact resolution of 96.00. When I set the resolution to that and click ok, I double check to make sure it's 96.00 (it is). After saving the file and reopening the resolution is 96.01. The .01 makes a difference in my field of work and it has spent hours of my time trying to figure this out. I am saving an image as a bitmap, and then opening in MS paint to make it a monochrome bitmap (not color). Any suggestions to try or workarounds?
