I think what you are looking for is something like the "Paths" tool in GIMP. Does Paint.Net have anything like that? -

Two of the sub-forums (Tutorials and Plugins) have "Publishing ONLY!" and I have no clue what that means. Is it some sort of restriction? The rules did not explain it.
