Can't open Paint.NET

I reinstalled .Net Framework and it works now. -
It was working fine until today. Nothing happens when I double-click on Paint.NET shortcut. It also gave an error when I tried to uninstall it. Now it is not listed in Programs and Features window but the directories and files exist within Program Files.
