Yes, i did. I've restarted the computer and same thing, but I've solved it just by changing language to 'Spanish', restarting and then reverting to 'English' again. Now it works (it seems that, although it displayed 'English' in the options, the config file wasn't saved correctly).

Hi, I've just installed paint.net 4.0 in a Windows system with regional settings as 'Spain / Spanish'. However, although the application is set to English, it still show messages in spanish. Here's a screen capture (app was already restarted, and even in the first execution it was already set to 'English'):
