I have installed plugins before and now I'm trying to install Light Rays. But for some reason I get this message when I try to extract the DLL to the Effects folder: ! C:\Users\Satchel\Downloads\LightRays.zip: Cannot create C:\Program Files\Paint.NET\Effects\LightRays.dll Access is denied. I am using Winrar, if that is of any importance.
