I'll be using it for personal use only...anyway, what exactly is the "glow" feature? Is it Gaussian Blur for bright areas?

Also....what exactly is the "Glow" feature? It looks like Gaussian Blur applied to only the bright parts of the screen.

I really like the "Glow" feature located under Effects>Photo. I want to incorporate this effect into a program called ENB Series. Is there any known way to do this? Here is a link to the program I am talking about: http://www.enbdev.com/mod_tesskyrim_v0215.htm
