I like the neon. Anymore text tutorials?

So, I have recently started to do some gfx work. You know like forum avatars and siggys. Most of these are avatars on a resizeable pokemon forum I'm apart of. Anyway I have only been doing this for about 2-3 weeks I don't remember exactly. Well I'm seeking advice for my work. Pretty much these are just rendered images posted on a textured background and then altered a little ya know? I'm just seeking what would makes these amazing. Also I know the text on them is horrid I'm still experimenting on how to make good text for work. One thing I'd like to do is add a more glowy flaring effect behind them, if you could please link me to some tutorials. All feedback is much appreciated. Thanks in advance.

I really want to know what plugins you guys use to make awesome plugins, and also what's an easier way to search through ALL these plugins?

Well, the render on this picture i made isn't very well on black forum layouts. How can I fix the render?

Hey guys, I just need some help restoring the little popup tools back to the way they were, like the little layer thing and the tool thing, I accidentally exited out of the layer one and i'd like to have that one back. Please tell me how to get it back lol. Thanks.
