As is stated in the Ed's Egregious Effects effects topic: WARNING: These effects do not work correctly if you have any selection active. They should only be used on whole layers... Perhaps Ed could shed a little light on the reason behind the scenes, since I'm not a programmer myself, but the Fast Blur is the culprit. Use Gaussian Blur instead.
