blurring bug?

Ok Step One. Open image to cut out.

Step Two. Cut out and erase unwanted area. Resize.

Step Three. Open other image.

Step Four. Resize and get correct canvas size for image.

Step Six. Blur images together so they look like one.

Ah ha! Those screenshots help a lot.

Alright, I am able to reproduce this. The cause is the Fast Blur you used with a selection active. As is stated in the Ed's Egregious Effects effects topic:

WARNING: These effects do not work correctly if you have any selection active. They should only be used on whole layers...

Perhaps Ed could shed a little light on the reason behind the scenes, since I'm not a programmer myself, but the Fast Blur is the culprit. Use Gaussian Blur instead. :)
