Creating a plugin manipulating multiple layers at once ?

Hi,

 

There is a lot of information about creating effect plugin (changing one image layer content), some about filetype plugin (reading and saving files), but I don't find anything about other kind of plugin. Is there any ? More specifically, is there any way I can manipulate all the layers of the current file ?

 

I would like to create a plugin which aligns layers on the background (an anti-shaking plugin for animated gifs) using Harris feature detection algorithm ( http://accord-framework.net/samples.html# ).

That's not possible.

(Well, filetype plugins can do it during the save process, but that's it.)
