Feature Request: Height and width control on Pixelate effect

Would it be easy to add this to the Pixelate effect dialog? Right now you can only set the cell size and that effects the height and width. I need to be able to make odd sized cells with the proper orientation in the image (so stretching the image is out of the question) i.e. cell size= 10hx15w.

EDIT: The one problem I could see with this is that it may be confusing to some novice users. The way around that would be to make this option selectable by a check box.

Also I was wondering how cool it would be to make a pixelating cell gradient..like 1px to like 20, and see how it goes. I think that would be nifty, it can be done bt very carefully.

I see your point, but in my case it would be very useful. Maybe "pixelate" isn't the best name for it, but its the closest effect to what I am looking for.
