I'm considering only distributing plugins included with this pack in the pack - this would make it realistic for me to maintain a common DLL for operations like POST'ing.

How does this work?? I went to the file and opened it and my computer doesn't have the file to open it!! :,( I would appreciate being aple to actually use this.

You need to unzip it, the minimum version of Windows Paint.NET requires (XP SP2) includes a version of Windows Explorer that supports this.
