Windows10 Anniversary Update - Paint.net not functioning!

I recently received the Windows 10 Anniversary Update to my Surface Pro 3 and Paint.net no longer is functioning. The program opens with no errors, but does not function in any capacity. It lags around for a few moments and then displays "Not Responding" and you must use the Task manager to close the program and it becomes unresponsive.

Microsoft Windows10 Pro

Version 10.0.14393 Build 14393

x64 - Intel i7

Please advise as I use this program on a daily basis.

Can you verify that it functions in Windows Safe Mode?

Do you need to update your graphics driver? (paint.net makes use of Direct2D)

If it does function in Safe Mode, can you provide a list of the running processes when NOT in Safe Mode?

(September 25th, 2023)  Sorry about any broken images in my posts. I am aware of the issue.

How many plugins do you have installed? Where did you get them from?

toe_head2001, I have verified that Paint.net works fine in Safe Mode. Could you please advise on how to gather the running processes?

There's a few ways to do this.

Personally, I like using Process Hacker. Another popular one is Process Explorer.

If you use one of those two, you can create a log of the running processes by going to File > Save; same in both programs.

Nothing in the log stands out to me. You may want to try closing all other programs one at a time (including the ones in the system tray). Or in other words, close a running program, see if paint.net runs, close another program, see if paint.net run, and so on and so forth. Process of elimination to possibly identify the culprit.

Did you make sure the driver for your video card is up to date? That's very important too.

Thanks for all the sugestions. I did make sure that my video card drier were up to date, and it turns out that Windows Defender (running) is the culprit. As soon as I turn it off Paint.net functions are required.

Thanks again!

Paint.Net 4.0.13 takes almost a full minute to start in any build of Windows 10 Maybe time for a new release??

It doesn't do that for me.

Try reinstalling paint.net (which will trigger ngen)

Try reducing the number of plugins you have installed

Try reducing the number of custom shapes you have installed

I did all of the above, it is probably a plugin but I can live with it.
