Something is preventing the listed file from being written. Perhaps it is being held open by another process.  Try rebooting before running the installer.

 

Or, maybe your drive is failing.  Try running

CHKDSK /f

Is that what chkdsk reported?

 

To ensure there's no other software interfering with the extraction of the installation files, you could try to install paint.net while Safe Mode.

@hamcheese2, according to your screenshot, you're trying to open the zip file with a program (PepperZip) that is no longer on your computer.

It's a good thing you removed PepperZip from your computer, as it has a reputation as malware.

 

If you right-click on the .zip file, there should be a 'Open With...' option in the menu.

There should also be a place to change the default file association from that menu too.
