Please explain it better. In case if you mean, that you have selected a head of a person on a photo, you should copy and paste it in a new transparent layer, where you can mirror *) the head horizontally. Of course you have to overpaint the original head in the background layer, maybe with the Clone Stamp :CloneStampTool:

 

*) Use "Move Selected Pixels"  :MoveTool:   and drag one of the nubs from left to right or vice versa while holding down the Shift-key

Alternatively, if you have a photo where someone is looking to the right and you want to make them face the camera...that is impossible.
