  1. After doing some research and many attempts and failures I was finally able to install .NET Framework 3.5 SP1. My research disclosed Windows XP SP3 blocks .NET security patches. This problem forces XP SP3 users to apply patches manually to complete vital updates. Since my OS is Win XP Home SP3 I had to install .NET Framework 3.5 SP1 manually. Here's the procedure I used: • Step 1: Download Aaron Stebner's .NET Framework cleanup tool. The .NET Framework cleanup tool is available for download at the following location: http://cid-27e6a35d1a492af7.skydrive.li ... p_tool.zip The download includes a Read Me file that explains how to use the cleanup tool. • Step 2: From the Microsoft Download Center download .NET Framework Version 1.1 Redistributable Package, .NET Framework Version 2.0 Redistributable Package (x86), and .NET Framework 3.5 Service Pack 1. • Step 3: Uninstall all existing versions of .NET Framework. • Step 4: Run the .NET Framework cleanup tool. When the cleanup tool finishes it prompts for a computer restart. • Step 5: Install .NET Framework Version 1.1 and .NET Framework Version 2.0 in that order. • Step 6: Do a computer restart. • Step 7: Install .NET Framework 3.5 Service Pack 1. Be patient it takes awhile to install. After this the following versions of .NET Framework were installed on my computer: 1.1, 2.0 SP2, 3.0 SP2, and 3.5 SP1. I then successfully installed Paint.NET. 3.36. Again be patient it takes awhile to install.

I have tried installing the following Microsoft .NET Framework versions that I downloaded from the Microsoft Download Center: dotnetfx3.exe size 51,534 kb dotnetfx3setup.exe size 2,877 kb dotnetfx30SP1setup.exe size 2,460 kb dotnetfx35setup.exe size 2,891 kb NDP20SP2-KB958481-x86.exe size 8,772 kb NDP30SP2-KB958483-x86.exe size 7,087 kb NDP35SP1-KB958484-x86.exe size 1,392 kb All failed approximately the same so I will outline my experience with dotnetfx3.exe. 1. The installer showed the Download and Install Progress screen and .NET Framework was installing. 2. Then the Download and Install Progress screen displayed the message “An error occurred during setup. Setup is removing all installed files.” 3. Next the Setup Error screen stated “An error during setup. Installed files have been removed from your computer. For error information, see Error Log.” The contents of the Error Log was: [03/22/09,19:40:02] Windows Communication Foundation: [2] Error: Installation failed for component Windows Communication Foundation. MSI returned error code 1603 [03/22/09,19:40:38] WapUI: [2] DepCheck indicates Windows Communication Foundation is not installed. [03/22/09,20:39:17] Windows Communication Foundation: [2] Error: Installation failed for component Windows Communication Foundation. MSI returned error code 1603 [03/22/09,20:39:51] WapUI: [2] DepCheck indicates Windows Communication Foundation is not installed.   3. I have used Paint.net for the past two years. But recently when I tried to use Paint.NET. 3.36 I got the message “This application requires .NET Framework 3.5 SP1 or greater.” I have .NET Framework 1.1 and .NET Framework 2.0 SP2 installed on my computer. I have tried to install every .NET Framework from 3.0 to 3.5 SP1. All installations failed.
