im pretty sure he is talking about when you resize a photo by pulling down the thing at the corner of the photo when you past it, when you resize it it enlarges the pixels rather then the color? -

im pretty sure he means like a small picture being streched out without it being pixely. you can do that but it does make it blurry and a lil pixely if its really small -
