I am a very basic user of Photoshop and am considering switching to Paint.net for cost reasons. Is it possible to open a layered Photoshop file in paint.net some how, some way, perhaps by renaming the PSD extension to something that Paint.net recognizes?

I am brand new to Paint.net and am trying to figure out how to add a stroke (aka a thin border) around an image. I have very basic knowledge of Photoshop and this functionality I'm familiar with and used a lot. Is this functionality available in Paint.net and if so, can you provide instructions on how to add a thin border around an image? Thanks!
