Using windows 8.1, was working in windows 8, but it was working after i updated to 8.1 for a while, it installs fine, but crashes on startup, tried with 3.5 and 4.0

On opening it has a troubleshooter saying: paint.net has stopped working, windows is checking for a solution, i have reinstalled paint.net numerous times, i have even reinstalled .net framework, still doesnt work?
