The Doctor: There was a goblin, or a trickster, or a warrior... A nameless, terrible thing, soaked in the blood of a billion galaxies. The most feared being in all the cosmos. And nothing could stop it, or hold it, or reason with it. One day it would just drop out of the sky and tear down your world.
Amy: But how did it end up in there?
The Doctor: You know fairy tales. A good wizard tricked it.
River Song: I hate good wizards in fairy tales; they always turn out to be him.

If not then how do you download the other version?
And, it doesn't matter what the version is.
You will always (as far as i know.) be able to put anyone's plugin's in Paint.NET

You say "it said it didn't recognize them..."well I tried to put them in,but it said it didn't recognize them, even though I put them in effects.
Can you be a little more precise - What exactly did it say?

Dents is definitely a 'stand-alone' effect.Do these work on their own or do you need a common .dll?
Not so sure about the others (they were built a long time ago), but I think they are also 'stand-alone'...
