updating Blending Mode once painted

I can see how blending modes change if I were to select a blending mode before painting.  But once blended, changing the Blending Mode does nothing.  I think it should remain editable/selectable.  Please let me know if this is a bug or by design.

I'm not really sure what you mean; the context of your question is kinda vague (like what tool are you using?). Can you give me a set of step-by-step instructions to illustrate this?

This is by design. If you wish to change blend modes after painting, use layer blend modes instead of the tool's blend modes.

Simply add a new layer, paint as you wish, and change the layer's blend mode settings as necessary.

The tool blend modes are just there so you can skip the layer creation steps if you don't need the extra control.
